Context: New issue and feature request templates

Description of the Change: Use new github's YAML format for issues and feature requests

Benefits: More (and better) information collected from contributors when filling out issues and feature requests using the new interactive github's issues from template.

Possible Drawbacks: 🤷‍♂️ None
