Emulators: Configure SDL Steam Input 0-3 on all emulators #703

We need to make sure that player 1 to 4 are correctly mapped in the configs, so the users should not need to edit the emulator settings when they connect a controller.

SDL 0 is Player 1 SDL 1 is Player 2 SDL 2 is Player 3 SDL 3 is Player 4
