Added ruffle to RetroDeck

Including changed needed for the configuration tool.

This build currently links my repo for the RetroDeck ES-DE Fork pending the PR to the RD Repo

I also added a change to the pre-build so that it runs from your own repo without error

See RDREPO placeholder.
