Weapon Mod Power Tweaks

Per Princess Viscra Maelstrom (wow, that's a mouthful):

• [x] Increase power of Shotgun Charged Burst
• [x] Increase power of HAR Micro Missiles
• [x] Increase radius of Rocket Remote Detonate
• [x] Beef up Gauss Siege Mode AoE effect
• [x] Make Gauss Precision Bolt more ammo-efficient
• [x] Slow down Modern BFG projectiles a bit

I may split Gauss into its own thread, since I also need to make the trail effects more fanciful. I wonder if I can pull off some crazy-shit fancy particle stuff now that ZScript is here. :dagger:

I ended up doing a few more BFG buffs than just slowing down the projectile... uh, hopefully it's not too godlike now. We'll see. :P
