config.xml won't allow pointing to anything other than hdd1:\content for the internal HDD #105

What steps will reproduce the problem?
1. Put your XBLA games in the folder HDD1:\XBLA\0000000000000000\whatever
2. Edit the config.xml to look for XBLA in HDD1:\XBLA
3. Load up Freestyle. It won't look for the XBLA folder. 

What is the expected output? What do you see instead?
I expect the option in the config.xml to work to allow us to adjust where 
we put our data.

What version of the product are you using? On what operating system?
1.20

Please provide any additional information below.
I've edited both the fsdata and Freestyle config.xml but it didn't help.
