When players try to scroll with the option enabled they are unable to do so. However, oddly enough, I can scroll both on their player accounts and my GM account when using the foundry server. It seems to be a client-side issue but I'm not entirely sure how or why. Permissions are set to observers but even as owners they cannot do this.
To clarify: There is no scrolling on either a GM or player account on the foundry server, the issue happens on the client-side of a player. Scrolling mode is indeed selected.
