This PR adds support for the AKS Azure Policy add-on, which basically is a replacement for the gatekeeper module. Azure Policy deployes the gatekeeper to the gatekeeper-system namespace. It also deploys azure-policy to the kube-system. Apart from this, the PR

Creates constraints equivalent to to the current gatekeeper ones
Creates mutations equivalent to the curent gatekeeper ones
Creates a policy set consisting of the above
Assigns the policy set to the AKS cluster
