Feature Request: Migrate UI Text Strings To a Separate File #26

Hi, I would like to request some modifications to the code that place UI text strings into a separate file, for easier UI translation that would persist through updates.

By "UI text strings", I mean text that would appear during usage. For example, the string Format="%#Hh, %#Mm remaining." from [BatteryExpectedLife] of energy.ini, that would appear when hovering cursor upon it.

I would like to request placing them all in a separate file, so one could perform translations such as Format="剩餘 %#H時 %#M分" without having to dig through every config file every time updates were made.

Localization would be an amazing feature to implement into the Rainmeter Suite. I will look into refactoring the code structure so that translations can be condensed into a singular file/folder nicely, but it will take time.

For clarification, like you specified this will only apply to visible UI elements. Strings such as Skin folder names unfortunately MUST continue to be in English - limitations like Lua only being able to handle directory navigation of English characters from Issue #25 are beyond my control.

Additionally, while I will handle restructuring the code, I unfortunately cannot provide the actual localization myself nor do I have the resources to facilitate quality control for accurate translations. I have to depend on users such as yourself to provide the translations to the community.

I will update this thread once progress has been made on the restructuring - hopefully in a couple of weeks.
