Spectral Legion only spawning 3 clones #1

Some users report that Spectral Legion will only spawn 3 clones instead of the normal 4. This only happens occasionally for affected users, and not all users are affected.

TODO: Increase MOVE_FORWARD duration to 0.36 from 0.35 in next update for all instances of Spectral Legion

Adjusted action step timing in 0.8.0, issue should be fixed by this change.
