Deletion of supplier with empty item stock not allowed

A user who stops using a supplier cannot remove the supplier even if the item has already ran out of stock.

Low severity as the user just needs to remove the item first, then delete the supplier.

Team's Response

This is the current intended behavior, as supply going down to 0 does not necessarily mean the supplier is no longer used. In fact, if the supply is going down to 0, it is likely than the food vendor is going to resupply the item. Hence, we decided that it is better to ask user to remove the item manually to prevent unintended behavior.
