Do some stats tuning for P7 #7

This pistol work well balanced against the makarov, but both are better than the NATO pistol in every way, which makes it entirely redundant.

Could:

drop the damage on both to 25/28 (smaller caliber, but might hit balancing issues with armor etc)
drop the range to 8 like the shotgun, they do have shorter barrels (currently trying this out)
drop the accuracy (range seems cleaner)

Could drop TUs a little more to compensate if necessary.

Range probably makes the best sense - snipers might stick with a default pistol as a backup (more versatile / they have high accuracy so could hit a target further out) while shield users would go for either the P7 or Makarov.
