New or Edited Chapter Timecodes Altered to Something Else #783

What steps will reproduce the problem?
1. Open a file with a chapter track.
2. Add a chapter and edit the timecode.
3. Timecode will be changed to something else. In my latest test, the chapter 
starts with 8 (8 hours).

What is the expected output? What do you see instead?
I expect to see the timecode I entered. I see something that looks random.

What version of the product are you using? On what operating system?
Subtler 0.30, Yosemite 10.10

Please provide any additional information below.
I get the same issue if I edit an existing chapter timecode that was written 
using HandBrake.

Tested two operations with this version:

1. Create new chapter and edit time code
2. Edit existing time code.

In both instances, the time code I entered was saved correctly. Issue resolved.

Just noticed this issue has returned with the official 0.30 release.
