No preview images for chapters #786

What steps will reproduce the problem?

What is the expected output? What do you see instead?
There are no preview images for chapters, Create preview images for chapters is 
already ticked in prefernces

What version of the product are you using? On what operating system?
Subler 0.30 on OS 10.10 Yosemite

I'll add some more info as I'm also experiencing this issue.

Previously, Subler would create a new Video Track with a Photo-JPG format for 
chapter preview images into the file. Currently, it is not creating a new 
track. 

Opening the video in Quicktime shows preview images, but I suspect that's the 
app creating the images, not the file. 

Opening the video in iTunes or on an iOS device does not have chapter preview 
images. Files that already hold a Video Track with a Photo-JPG format are 
working fine (it's not the new iTunes or iOS).

Also, I noticed a while ago that sometimes, in order to create chapter preview 
images, the files needed to be "optimized" or put in "iTunes friendly groups". 
Going though the "organize groups" process does not fix the issue.

The test version did not fix the issue for me. 

I tried a couple different files and the Photo-JPG Video Track is still not 
being created.

I just got it to work, but only if you drag the file into the queue. 

What I was doing, and what worked in previous Subler versions, was opening my 
file in Subler, ensuring I had a chapter track (or inserting one if needed), 
and then click the "Send to Queue" button. Previously, this is all I would have 
to do to get chapter preview images/the Photo-JPG Video Track. This version 
didn't do it.

As I stated before, I noticed I had to click "organize groups" sometimes to 
make sure a Photo-JPG Video Track would be created. I tried this again with 
this version and it didn't work. 

Before this reply, I tried simply dragging the file into the queue (a method I 
never do), and that finally created the Photo-JPG Video Track. 

I don't know why the other method no longer works, though. It creates in extra 
step if I have to open the file to create a chapter track, send to queue, and 
then re-send to queue by dragging it. I'd also have uncheck the automated 
"fetch metadata" cos it's duplicating artwork and rewrites data I changed when 
I drag a file into the queue.

I hope you can repair it so "send to queue" creates the Photo-JPG Video Track.
