Add a readme inside the plugins folder #39

Plugins is kind of an undiscoverable feature in the Mirin Template. Imagine if that could be better.

This is less important now because plugins don't matter as much. I expect .lua files to be passed around instead of xml files, so I don't mind keeping plugins around only for people who want to use them.

I think I want to not work on plugins and encourage lua modules instead
