Implement DTAUpdater backend #1

The addition, implementation and successful testing of DTAUpdater stack for TSE.

Configured frontend client to domain/mirror tse.xevrac.com, awaiting final backend completion for handshake.

Done. Files need to simply be moved to server and the version manifest populated using the following format. (Using SEMVER formatting)
