USER STORY: Access the homepage and job list as a first time User

As a first time user I can see the home page of the website and jobs so that I can decide whether or not I should sign-up

Acceptance Criteria

• User as Job Seeker can access the job list (as a first time visitor or a non-logged in user)
• User cannot apply or interact with job posts (as a first time visitor or a non-logged in user)
