Changes:

Smoother casting cycle between instant cast(spells, items) / castbar based spells
Reduced allocations while using CastingHandler (reusing CancellationTokenSource when its possible)
Simplified CastingHandlerInterruptWatchdog thread logic

Fix:

Many potential issues from use after free CancellationTokenSource
