Agree upon a suitable programming language and framework for the scope of the project.

Framework Idea: Leaflet. This is designed to be good with mobile-friendly maps and also has the same advantage of Dart: it works across all platforms and browsers.

Python or JS for the language. JS is used a for existing APIs that could be usable to lower time draw, but python is simpler and still has strong use cases for mapping (It is used in ArcGIS and QGIS).
