Log Agent Issue: The log-agent is not detecting file changes when using a wildcard to monitor files.

Log Manager Issue: When creating a tail for another environment of the same application in log-manager, it deletes the previous environment's relationship with the message queue (mq).

Optimization Request for Log-Stream: Optimization is requested for the log-stream component
