Prepare package for release on CRAN

Chapter 20 - Releasing a package on CRAN of the R Packages O'Reilly book outlines a process and list of requirements for getting a package uploaded to CRAN. To start, I'll create a list on this issue, with an eye toward creating a Milestone and full issues for larger tasks. I believe I need commit rights in order to create a Milestone on the project.
