CPU Graph is Incorrect #257

Describe the bug in detail: XSOverlay does not correctly display the CPU usage on my system. In a scenario where I have 30% overall usage with VRChat running as well as whatever else is running, Task Manager shows 30% while XSOverlay shows between 0 and 2% generally.

I've tested both the normal and beta versions.

Provide steps to reproduce the bug: I'm unsure of how to on other systems, it only seems to happen to me. As a bug, it has occured with both my 1800X and 5800X3D as well as over multiple Windows installs.

Expected behavior: I expect it to show actual CPU usage, instead it shows an erronious low value.

I am facing the same problem in my environment (Windows 11 22621/12700K).

Same issue on Windows 11 Pro 22621, Ryzen 7600X + B650 Aero G motherboard.

Same issue on Win10, GeForce2060, ASUS M5A99FX, except that mine is showing an extremely high value (adding more than 100% to what Task Manager shows)

Try the latest beta branch!

Note: Because of windows security limitations, you'll now need to turn on "Allow Admin Permissions" for the CPU tracker to work.
