i think it is too cheap to break bedrock. it is bug?

Definitely a bug. What version are you using? Does it also break bedrock if you add minecraft:bedrock to the levelEarth blacklist config option (under the Rune Behaviourcategory)?

Notes:
There is a check for bedrock, but maybe '!=' doesn't work for blocks anymore

Fixed as of v1.12.2-0.5.8
