Update MobileNet-v1 flows to FINN v0.10 #80

This PR will update the MobileNet-v1 build flows by adding a specialize_layers configuration per board and update folding configuration & flow steps to work with latest FINN release (v0.10)

[x] Update U50 flow
[x] Update U200 flow
[x] Update U280 flow
[x] Update U250 flow
[ ] Test ZCU104 & U250 bitfiles with notebooks on board
