Add support for Coyote shell

Hi,

This PR adds support for generation of Coyote shell bitstreams. For now, it only handles the hardware design part and not the driver part.

There are still some things to do to:

• [ ] Test it with other designs than the cybersecurity examples
• [ ] Add test
• [ ] Add support for more than 16 AXI lite interfaces
• [ ] Potentially determine the interfaces from the generated design (for the Coyote interface + the generated IPs)
• [ ] Support more than one axi control interface
• [ ] Better assertions
• [ ] Add comments
