Set bar2 size to 4M and added sysmon block for temp monitoring #3

Changes in the QDMA tcl generator and corresponding changes in the system verilog to increase the bar size to 4MB, and a new memory map to use the new space. As well the addition of a sysmon device in the memory space for device monitoring.
