Does anyone can send proposal within the current election period? #14

Example: DAOFIN is in one of the election periods, and Alice wants to send her proposal within the mentioned election period. What would be the best approach:

  1. Allowing that proposal to receive a vote within the current election period.
  2. The proposal will be included in the next election period.
  3. Alice can publish her proposal, but DAOFIN doesn't assign any election period to it, after some time slice can choose one.

Based on the most of the thoughts, the proposer can not submit a proposal within the current election period. can send into the next election period rather than the existing one.
