Only the proposer will be able to update the metadata? #17

We need to discuss if only the proposer has the rights or access to update the metadata of the proposal. If other case, we need to decide who else can update it.

Before election period, it does make more sense.

This idea is not included in the initial launch. It's added for future upgrades.
