After the end of each election period, a party(backend/off-chain service) executes proposals that aren't executed and pays the gas fee for all the transactions, since DAOFIN charges people when creating proposals in a fixed amount.

The conclusion is having a off-chain service to first monitor the reached proposals and then execute all one by one and pays the gas for all.
