This GH-issue proposes to remove the costs during the creation of a proposal:
Current Flow: e.g.: Alice would like to make a proposal on DAOFIN for a certain reason and she should pay X amount XDC token as the proposal cost and those tokens will be kept by DAO Treasury.
Initially, we've designed this to prevent Spam proposals. at some point in time, we've felt that is an inefficient way to prevent such issues. and it doesn't make sense for proposers who we assume that they're making those proposals for the growth of the network. that may be cause to avoid receiving more creativity in the community.
The alternative way that I'm going to suggest here is giving the right to make proposals to community members(MasterNode, Juries, House). That makes DAOFIN more special to loyal members who we've been believing in the network. To receive more creativity and not be strict in this way, those people who don't want to become a member of one the communities, ask for support requests in the community until a loyal community member comes and publishes a proposal on the proposer's behalf.
This way mitigates the risk of spam proposals since proposal makers are loyal members and need more effort to become the members of each committee.
