How we can update params of Voting for e.g. Voting Time #4

There are a couple of parameters that we can change e.g "Election periods",...

Specifically for "Election periods":

DAOFIN relies on permissions. it means that only a specified address can do an operation except(creating a proposal). So, only an address(can be a smart contract) can change the Election Periods.

Currently, Dao Treasury contract has access to change this parameter.

Creating specific proposal to ask community when the best time is to change/update that and then we could decide which committee must vote on that to consider as a valid proposal and then change value of "Election periods" automatically.

To upgrade the params, DAOFIN needs a proposal with the corresponding proposal type.
