5V pins / USB #10

I'd like to use the USB-C port for USB host services (keyboard, MIDI, etc). It doesn't seem to be providing any voltage across VBUS and GND when a USB-C cable itself is not giving it VBUS. For example, if I power the board through 3.3V serial, or with a battery, the VBUS line is 0V.

There's two 5V pins on the expansion header. According to the schematic they are actually connected to VBUS and also have 0V if not powered by USB-C itself.

Is there any way to get VBUS to be 5V without a USB-C cable already plugged in for use with USB devices?

Only battery input can be used, SY6970 is powered by OTG, but the voltage input must be from battery power input
