Notify low efficiency as warning #63

If a subdivision is expecting to provide a value below 100% in efficiency next turn it shold appear as a warning. This notification might be configurable.

Should be doable, if it's only the top manager efficiency

That will be an step, but ideally the complete subdivision (by clicking on "Work Efficiency" the information is available, so there should be a get call over there). On top the user should now that any change (for example, fixing equipments) takes 15 minutes the server to calculate back.

I prefer to wait until all subdivision get a forecast like the ones factories have now: an instant, easy to hack into, low data forecast. However, knowing virtonomics developing speed, that could mean we have to wait for 18 months.

Well, at least factory forecast and top manager efficiency warnings will be a big improvement :)
