Innovations other than solar-panels

I'd like XS to maintain all type of innovations which do not costs points, specifically

• equipment maintenance and quality management for size 1 factories
• veterinary service for size 1 and 2 (and size 3 for apiaries).
• P and either the department specific booster, or the "all departments" boosters
• Political agitation in villas could be set to "once more" (since the innovation is usually subscribed to manually at a certain occasion and we want to repeat it once more) or "forever".
