[7_17] Enable logging for non-debug mode #2194

What

By default logging into $TEXMACS_HOME_PATH/system/YYYYmmddHH.log.

Use -d or -debug to disable logging and show it on the console on macOS and Linux.

Why

For debugging perpose, especially on Windows.
