Fix missing Titles #8

I have/had an idea on a way to sort of template-ify the titles, though .. especially apparent on the TechHQ side ... I haven't put that into place yet

This issue may be fixed section by section, SLOWLY as I convert the way I was doing things to the new way of using the database ... as I go page by page I hope to fix the "no title" issues on any pages that have this problem

While not all the sections in TechHQ or LinuxHQ is done, I have figure out what I have to do for the template-a-fied Title tags and the main section I have been working on, is now working
