Make sure doc/OSC.md contains only user documentation

Criteria

Move the developer OSC notes to another file.

The doc that is relevant to how the OSC is implemented could be move in a developer-specific doc file, though. The OSC.md file is usually for non-developers that simply want to interact with the software.
