Option to disable alerts from watched reports #23

This just needs some UI work and hooks to the XenForo_DataWriter_user class, the alerts actually respect opt-out. Just need an interface to add the opt-out bits

Note; report comment insert alert needs to be broken up into a bunch of different alerts. Will do later.
