openh264 encoder error `codec bitstream size is larger than Level limitation` #4247

Seems to produce a corrupted stream too! Ouch. openh264 source: https://github.com/cisco/openh264/blob/1c2388750acf8646ca75a6038a544d5f8f47dca8/codec/encoder/core/src/encoder_ext.cpp#L3907-L3915

Seen it again.
