Summary:

Hook up metrics for memory allocations, de-allocations, and sync calls to MetricRegistry
Add both gauge and timer metrics for better observability
Add unit tests for the integration of metrics to the new VeProcess and VectorEngine implementations
Add support for loading libcyclone.so using WithVeProcess
