[NS-72] Rename all packages from `com.nec` to `io.sparkcyclone`

Summary:

• Add minor corrections to ADR-0005
• Remove ColumnarArrowWriter, as it is no longer in use
• Migrate all code under src/main and src/test from com.nec to io.sparkcyclone
• Replace existing imports to point to the new package space
• Migrate all existing C++ code inside src/main/resources to the io.sparkcyclone package space
• Migrate all code inside tests/tpchbench from com.nec to io.sparkcyclone package
• Move all code inside the rddbench and aveobench subprojects from com.nec to io.sparkcyclone
• Update all existing Spark launch scripts to contain the correct references to the AuroraSqlPlugin
• Clean up, organize, and add documentation to build.sbt
• Set the project organization in build.sbt to be io.sparkcyclone
• Move all code inside the tpcbench-run and tracing subprojects from com.nec and sc over to io.sparkcyclone
• Move all code inside the fun-bench subproject from com.nec to io.sparkcyclone

Remaining work:

• Reorganize some existing subpackages
• Migrate user configuration flags away from com.nec
