게시판 생성이 안됩니다.

기존 1.5 버젼대를 문제없이 잘 사용하고 있었던 유저입니다.

What steps will reproduce the problem?
1. 게시판 생성이 안됨(할수가 없음)

방금 XE 1.7.3.1 버젼을 새로 다운받아 
설치했습니다.(기존버젼 upgrade 아님)
그리고 쉬운설치로 들어가서 게시판 모듈을 설치 했구요
그리고 게시판 메뉴로 들어가면 팝업 메뉴가 잠시 뜨자마자 
사라져 버립니다.
그리고선 더이상 게시판에서 게시판을 생성하거나 할수 
있는 방법이 없네요...
혹시나 해서 다시 설치해봐도 마찬가지
IE 9 이나 크롬에서 동일하게 안됩니다.

뜨는 팝업을 ESC 키로 애써 붙잡아서 세팅해 보아도 
마찬가지로 게시판에 "생성" 버튼은 없음
게시판을 어떻게 생성해야 하나요?

저도 마찮가지 상황 이었는데
'사이트 메뉴 편집'에서 메뉴를 생성할때 게시판이나 
페이지를 생성 할수 있습니다.

코어 설치하고 게시판 모듈까지 잘 됐습니다. 그러나 
어디에서도 게시판 생성 버튼을 찾을 수가 없습니다. 
게시판을 게시판 모듈에서 생성하는게 아니라 전혀 다른 
방식으로 만들게 바뀐것인가요? 혹시나 해서 이틀동안 
구글했습니다만 정말 모르겠네요. 게시판 생성 어떻게 
해야되나요?

1.7.x버전부터 게시판생성은 사이트메뉴/편집에서 바로 
메뉴생성+게시판생성 이 됩니다.
