CAFE MENU ITEM PERMISSION DOES NOT WORK LIKE XE

What steps will reproduce the problem?
1. Menu item permission does not work.
2. In other words simply, menu item permission does not work like XE.
3.

What is the expected output? What do you see instead?

A menu can be assigned with a member class permission. If a menu permission 
checked with a check box with Manager, it does not show while a cafe is logged 
in by an ID with Manager permission.
This is an issue of show or hide menu. Only a permission checked 
with a check box of Pending Member, menu is shown. Any other a checked box with 
Associate or Manager does not have a menu item shown. Simply 
menu permission does not work like XE main panel control

What version of the product are you using? On what operating system?

Cafe Package 1.1.5.13 the latest

Please provide any additional information below.

My testing was quite complete with quite a bit of time consumed.
THIS FUNCTION IS IMPORTANT TO MAKE XE ADMINISTRATOR AND CAFE MANAGER
COMMUNICATION CONFIDENTIALLY VIA A BOARD AT CAFE SITE.
IT IS AN IMPORTANT FUNCTION THAT XE CAN BE PROUD OF WITH IT.
