Support emotes that can overlap, like "SnowTime" or This 7TV emote

Ex: 293894281-9343e061-455e-4090-92b1-ed44951e95b2

Need to investigate how those are implemented, is there something in emote metadata, emote image itself, or does WebP spec allow this somehow
