Common aliases fsh-file #12

Create a common set of aliases to be used across IG-s (and then use it across IGs). This is helpful for:

finding urls for relevant code systems and value sets
copypasting parts of fsh code from one IG to another

This is not a strong governance issue. Just had that idea while replacing sct and snomed, and atc and who-atc, for the 100th time while copying bits of examples from one IG to another.
