User Sign Up Mode - Enhancement suggestion #422

In admin --> settings --> general, under the sign up mode, it would be great if a third option: "user validation", is added so that if selected, the system will require users to confirm their email before account activation. And if a user logs in without confirming their email, a message will be displayed to them that their email is not yet confirmed with an option to resend activation email/code and possibly to change the email address that the activation code will be resent to. If a new email address is entered and activated, that becomes their email address on the system.

In addition to this, unconfirmed users should not be able to access the platform. This will help reduce spam users as currently there are lots of spam users signing up on the platform. Also, the PE admin should be able to filter users by name, activated/not activated, has an app/does not have an app and should be able to export users to csv or excel.
