Split wallpapers into LTS cycles, import all previous releases #20

For Mantic, the Xubuntu team would like to make past wallpaper releases available in the archive. At the same time, we'll be reducing the number of wallpapers installed on the Xubuntu Desktop and Minimal images.

Today, we have a single xubuntu-wallpapers package that includes every release wallpaper since Xenial:

This new upload will change the structure to split past releases by development cycle and introduce new packages, including some older releases. The current LTS development cycle wallpapers, development wallpaper, and current release wallpaper will always be included in the xubuntu-wallpapers package.
