rule excel_2003: XLS is the same as rule dgn: DGN

These are duplicates of each other as well: corel_draw_compressed: CDR odg: ODG _3dxml_compressed: _3DXML excel_2007: XLSX

I might suggest removing duplicates along with renaming the rules and adding tags for the various file formats covered.
