Make future PHP versions available #1

LSAPI supports php82 and (soon) php83.

Also, create a GitHub Action that watches OLS repos and automatically adds latest mature LS PHP versions as upgrade choices.

CP does say something along the lines of "you can add more recent versions manually" in the UI, but can it be automated instead?
