The file looks fine to me, in terms of being a valid jar file with a somewhat recognizable structure. The MD5 hash of the file I have is 7ff7d3e17be4ba6398e5e4595ac78e5b.

That's a Forge file.... there's no 1.20 release for Fabric (or by extension Quilt) yet.
