Changing KSP version to 1.1.0 #2

https://github.com/Y3mo/SETI-RemoteTech/blob/master/RemoteTech/SETI-RemoteTech.version seems to indicate that this is compatible with 1.1.0 so I changed the netkan file as such as well.

Thank you for the notice. I got asked by one of the ckan staff to change the version from manual to vref (which takes it from the ksp avc file). So I ll go with that and upload a new version.
